I think it's been brought up before, but the "memorial" name doesn't seem the best choice when such features (and not always streets) are sometimes named after living people and sometimes not even people. Perhaps "dedication" name is a better word.

I'm not questioning your sources.
And I know that prefix tag is in some use, but I'm generally against about mapping features before they physically exist. My concern is that if the tags aren't updated later, we're left with inaccurate, stale data on the map. If the plan is to remember to update it once it's built, it's better to just hold off and map it accurately when it actually exists on the ground.

OSM is a map of the world NOW. Not how it was in the past or undetermined point in the future. We shouldn't be cluttering the map with things that don't exist, and might not ever exist. Once this signal is actually there then by all means map it. But while it's only proposed, and not even planned or approved, it shouldn't be on OSM.

if a business is one of many in a building, it’s best to keep its information on a separate node (the point) rather than the building itself. If the business occupies the entire building (like a standalone fast-food place), then it’s fine to move the tags directly to the building polygon without a separate node.

Also please note that since this school is already mapped as school grounds, this building should not have the same name too. That duplicates the same info twice, and that's not correct in OSM.
