Yes, kids_area=limited is suboptimal.

toys=* is pretty good imho, expect it normally implies toys are for sale. Also, does this include card/board games available for kids too?

My main issue with toys_available=* is that it is not KISS (osm.wiki/Any_tags_you_like#Style_Guide?)

I have no strong preferences, but wanted to comment on it, since you added it to the wiki and I have some thoughts about it :)
